Default toning routines for upper body

Hi guys can anyone suggest how many reps of upper body exercises should be done when toning up the bulk e.g 3 sets of 8-12 reps what should be done instead of these types of sets when toning arms chest sholders?

Correct me if I'm wrong but it sounds like you really need to lose some bodyfat. Do this and you will get the "toned" look. I generally stick to the same reps when cutting or bulking although I might increase them slightly on a cut to get my heart beating a bit faster.
Do some cardio with with your current routine. The lower your bodyfat, the more toned you will look.
