I'd go with the former first of all to build a base.Lots of rest and good food.Incorporate the latter when Howard's physique has established itself in the area's he need's.He'll have carte blanche to test drive any routine he see's fit once he has stuck at his inaugurate routine for longer than a fortnight,lol.
