well i`m not talking specifically about wide hips but the fat area over the sides,but yeah i reckon the principal is the same.
with one you want to change the compostion of the area and as the muscles builds up dependent on cardio and diet the BF should come down too.
too fill up wide hips you gotta put muscle onto that area too....
wide shoulders would for sure help how your lower back/hips would look.(ive actually got quite a thick waist
