2ml is the volume of liquid (So in a coke can is 330 ml etc)
2000mg is the weight of the relevant drug.
Although I wouldn't think you'd be able to suspend 2000mg in 2ml...
Some examples for you are Sus 250 - which is 250mg of a test blend per 1ml. (I think?)
