Everyones different some started squats in the begining some didnt do them till later. Some can bench and/or squat more than others regardless if they started in the begining or later. Or if they have been training 5 or ten years but if you started squats in the beginging with bench then you should be able to squat more than you can bench - if you have been training them equaly because your quads are a much larger muscle group than your chest. If you started bench in the begining and have just started to squat great your squat will catch up and over take your bench only if you train them equaly now.
