Keep in mind, while lactose is technically a sugar, it has a low GI of around 45 - this is lower than oats. Similarly (depending on ripeness), the banana is not especially high GI.

However if you are particularly bothered about complex carbs, perhaps substitute the banana/milk for a similar portion of oats to thicken it up and add the complex carbs.
